Ok many of these things sound normal to me with the exception of the outside temperature not reading and the sunroof tilt. And others I believe you can change the settings or they are optional equipment.
1. Outside Temperature Sensor.... Does it show a number but just doesn't change...
So connect the ohm meter to the front of the black 4 pin connector on the terminal that's farthest to the right of the yellow cable, this is the groung circuit for the horn.
I used adapter leads to connect the leads of the ohm meter see pictures.
Here's how I tested it in detail. Disconnect the battery, wait a couple of minutes then disconnect and test the clockspring for continuity at the 4 pin black connector.

So next I disassembled the steering wheel and tested the old one and here's what I found O.L. (out of limits) which means open circuit. This confirmed that the old part is faulty.

I received the new clockspring and tested resistance of it from one end to the other on the connectors and found 2.4 ohms. I was expecting 0 ohms but they must have added a resistor for diagnosis.
