Tail lights fuse blown cant find short

Have 2nd gen, installed turn and stop light LED rear and turn lights front LED, did NOT change out lift gate tail light bulbs.
Problem now tail lights fuse trips (blown) no visual source of short in any of the bulbs or sockets. The brake lights do work, but the tail light portion does not work.
I replaced the old incandescent bulbs and replaced fuse, tested with steering wheel light switch- fuse blows again.
Cant understand or locate the cause why blows fuse for tail lights.
Also side note, noticed about the same time the fog/driving lights wont turn on, the fuses are good both under hood and under dash,
just best guess they are not getting any power. Any suggestions. HELP please.
I have removed the dash and looked close at the fuse block for any obvious signs or issues, nothing seems to be wrong or out of place or damaged.
Also last question - Can anyone point me to where the turn flasher relay is exactly under the dash, I have ordered a replacement relay specifically for toyota LED turn indicator upgrades.
