2002 Toyota Sequoia SR5 V8 Horn and Cruise Control not working and DTC B0101

Hello everyone I'm new here. I'm trying to fix the horn on this Sequoia. How likely or common is it that the clockspring is internally broken in this vehicle? Cruise control and horn are not working and there's a DTC SRS Airbag B0101 Open in d squib circuit

I jumped power to the horn at the relay and the horns work. I don't want to have to take it apart to test it until I have the part.

I received the new clockspring and tested resistance of it from one end to the other on the connectors and found 2.4 ohms. I was expecting 0 ohms but they must have added a resistor for diagnosis.

So next I disassembled the steering wheel and tested the old one and here's what I found O.L. (out of limits) which means open circuit. This confirmed that the old part is faulty.

Here's how I tested it in detail. Disconnect the battery, wait a couple of minutes then disconnect and test the clockspring for continuity at the 4 pin black connector.

There's two connections for the black connector, one is on the front of the clockspring and the other on the back of the clockspring.
You have to test from front to back while it's disconnected.
The picture below only shows the back side before I disconnected it.

So connect the ohm meter to the front of the black 4 pin connector on the terminal that's farthest to the right of the yellow cable, this is the groung circuit for the horn.

I used adapter leads to connect the leads of the ohm meter see pictures.

Then I connected the other lead to the back of the connector on the terminal that has the matching location
